FOREIGN NEWS

            The Tibuneʻs special says the Judiciary Committeeʻs investigation into the matter of the return to rebels of confiscated property, shows that in Louisiana alone property valued at fifty millions was returned to rebels by order of the President. All our Generals have frequently decided that this property belonged to the Government as much as any property could.

March 2. - The Presidentʻs veto of the Reconstruction Bill was received and read in the House. The rules were suspended and the Bill passe over the veto by a vote of 135 to 47.

IN THE SENATE

            The veto was considered from the 7 to 11 P.M. when a vote was taken, and the bill passed by a vote of 37 to 10, and was declared a law by the President of the Senate.

            The Tenure of Office Bill was also passed by both Houses, over the veto.

            The Bankrupt Bill is approved. Also the bill validating the proclamations of the President during the war, thus exempting military officers and soldiers from the operation of the Courts

Adjournment of Thirty-Ninth Congress.

            WASHINGTON, March 4. - At half past ten oʻclock Mr. Foster delivered his valedictory remarks, vacated the chair, and Secretary Forney assumed the duties of presiding officer.

Fortieth Congress.

            March 4th. - The Senate convened at 11 1/4 A.M. In the House Colfax was elected Speaker and McPherson, Clerk.

House adjourned at 2 P.M.

            A majority of the Impeachment Committee reported that they had examined a large number of witnesses and collected a large number of documents but had been unable to conclude their labors. They state that sufficient testimony has been taken to justify and demand a further prosecution of the investigation. The minority report that they do not find any evidence to sustain the impeachment charges.

            NEW YORK, Feb. 28. - De Bow, editor of the Review, died yesterday at Elizabeth, N. J., after a brief illness.

            February 28. - The Senate passed a bill to establish a Department of Education.

            The Committee on Foreign Relations reported a joint resolution permitting the officers of the Miantonomah and Augusta, who have lately visited Russia, to receive presents from the Emperor.

            The Judiciary Committee have made a report denouncing polygamy as contrary to the spirit of the Christian religion and a relic of heathenism and barbarism, and subversive  of the marriage relation in all nations where it is tolerated, and stigmatizing it as simply legalized prostitution. They say no greater outrage on the freedom of religious faith could be perpetuated than to require the people of nay nation to sanction with approval of law, a practice so deeply offensive.

            A joint resolution has passed to erect an equestrian statue of General Scott.

            March 1. - The Colorado bill failed to receive a two-thirds vote, and hence failed to become a law.

            Dr. Livingstone, the great African explorer, was killed by the Kaffirs. Prof. Bache, of the Coast Survey, died at Newport, R.I., in Feb.

European.

            NEW YORK, February 18. - The Fenians profess to believe that fighting is going on in Ireland, and are working with energy to send aid there. In the meantime, the Fenian Circles under Roberts re preparing for a campaign against Canada, which promises to be of a formidable character.

The Reform demonstration in London, on the 11th, was a very enthusiastic one. Twenty thousand people marched in the procession. An immense meeting was held, and resolutions in favor of manhood suffrage and denouncing the Derby Government were passed.

            LONDON, Feb. 15. - A terrible earthquake has occured in the island of Cephalonia. Every town on the island is in ruins. The loss of life and property is very great. The King of Greece has gone there.

            BERLIN, Feb. 16. - At the elections in Russia the Liberals are triumphant. Ten districts have returned Count Bismarck as their representative.

            PARIS, Feb. 17. - The budget presented in the Chambers yesterday by the Minister of Finance, gives a favorable report of the condition of finances. Rents in consequence revived from their recent depression and advanced.

            BERLIN, Feb. 20-22. - Bismarck is again seriously ill, but there is hope of his recovery.

            VIENNA, Feb. 21. - The Emperor has restored to Hungary the Constitution of  1848. Its influence tends strongly to tranquilize the people.

            The Reform resolutions introduced by the Government have been withdrawn, and a regular Reform Bill is to be laid before Parliament.

            ST. PETERSBURG, March 2. - The morning papers announce that the sublime Porte to cede the island of Candia to Greece.

            FLORENCE, March 4. - Garibaldi has sent his sons to Crete, and promises now to go himself and take up arms.

            The latest European dispatches indicate that the Eastern question is becoming serious ; that a general rising of Christians is threatened.
