HONOLULU. March .15—The appropriation bill to finance the territorial government for the next biennium was reported out of the house finance committee today. Chairman William H. Engle said it will not be necessary to 'raise taxes to finance mounting government costs because the~committee's total is approximate]y $600,000 less than the estimated revenue for the biennium. The principal features of the bill include an increase of $195.000 in appropriation for the four tuberculosis Hospitals, Puumaile home. Leahi home. Kula and Mahelona; an appropriation of $242,000 for the Hawaiian Homes commission; $125,000 for the Hawaiian tourist bureau; $35,000 for a new wharft at Kawaihaef and $717,000 for enlargement of tlic tax department. No salary raises are provided except the one ninih of one per cont restoration to territorial employes effective as of July 1, 1936.
