Hon. James H. Boyd is to be con gratuiated upon his recent progress in administering the Public Works Department. The Merchant street cesspool has not overflowed its banks since the last pumping expedition on Saturday night, and people were able to get their mail yesterday without inconvenience. And now come the glad tidings that Kewalo is to be drained and this menace to the health of Honolulu will be removed, notwithstanding the long sounded tocsin of insufficient funds. There may have to be some maneuvering in Territorial finance. *ut no matter. Kewalo is to be drained. The Republican has won its fight and we congratulate Mr. Boyd upon his recognition of the justice of our fight.
