"As it stands noW, nobody knows how or where to find qualified Demdipts to fill vacancies in either governmental i)ositions v or commercial enterprises. "It was because of such iaek of organizatiop that many of the evils v of the appointment of perssofi% t)emocratic administration have bitter J?arty loyalty was not even the as it shoula have been if we are to achieve any success in furthering t h e progress of the Democratic ptirty in Hawaii. "Not even the much-vaunted f efficiency > wal a factor; but it was the 'drag' or'pulP of a senator, a'representative or some other ieading' Democrat whose pronounceinent, 'Oh, he is a Democrat' that was sufficient excuse for the appointment of many individuals who were never known to have voted the Democratic ticket, to say nothing of ever having been on the firing line al the polls as a Democratic party worker or of ever having contributed financially to the support of the party. "We believe that this plan wpuld smoke out all the the *mug-wumps' and the *Democrats for revenue only,' and all their ilk—mueh to ,the improvement of party affairs generally."
