As to the reason for this step of yours, I do not care to know, it being your, kuleana. Whai thr scientists ealleel the ring or rings around the moon or-sun, the Bishop's Rings, in honor ef ihe Reverend Doctor of Hawaii, were know lo the Hawuiiana, Irom time imiuemonal, as "Lua K«tlai,"or Luakalailani oi Luahoana. It is always a si£n of rain, stortn or wind. Sumetimes it is a sign ol thc death ol an alii or high ehiol. The great IoA of lives in Sicily and Southern lialy caused by earthquake and other disasters opcrating iogether, both on land and on sea, externally and internally, dra\vs the symp_athfas of all civilized people, Christians and otherwise, from aīl parts> of our tcrrestrial globe. There is only one great man in Hawaii, and that is our bang-bang-boom-boom ra-ra Band master H. Berger. Heads of various forms of Government whieh appearedand Hawaii, ever since Mr. Berger's arrival here, hav,e" Been-ttUnjbled off for good and no good, but Mr. Berger is stiH on;the safe side of the proposition. Keep at it Mr..Berger! He "friends of the lone Home Rule Supervisor J. M. Ke&loliā will not forgct him for what he had done- for the working men of the County of Ouhu, when his resolution, $he pay per .diem for eaeh laborer to $1.50, was pa?sed. by .ihe majority vote of thc late Board of Supervisors. Wei are< WAiting if the new Board will beat this wage earniflg- l*ecord established by a Plome Ruler. But they have aifeady <oōted thē hom to be economized; that means low water-marked pay for kanakas anrl high water-marked pay for (?)

Our new government is a thing of beauty. It was startied on Monday noon like the crawling of a large crab. shot forward a lee—tle bit, then went hind-ward a lee —tle bit, then it quietly stood lor lee —tle bit, all of a sudien it-trembled, shaking itsel! like a 1010 donkey. Is it not that the new brand piule received the Italian earthquake shocks ? The mule is now pushed and tugged forward by six Republican o—v —r—seers, while the Democratic Mayor, as anchor, held on with strong sinews by the tail of thehalf muleandhalf jack beast; and the lone Democrātic 0 —v —r —seer,is keeping the beast of burelen not tobōunce an ineh by laying his backagainst its breast, and stricking his two legs in the mud. Ah! the boy is on a big goat—no —Jack —ass. That splendid English inaugural Speech inaugurated by the first Mayor ever inaugurated in the first inaugurated City and County of Honolulu has been inaugurated by some one, who does not surely understand the dilenima that he put Mr. Fern in. It has many weak spots; and the whole tone of it, amounts to a eall lor peaee, for haimony, or in the wordsof the Prophet. Isaiah (for a millenium): "The wolf shall also dwell with the lamb, and the leopard shall lie down with the kid, and the calf and the young lion and the fatling together, and a little child shatl lead them. "And the eow and the bear shall feed, their young ones shall lie down together, and the lion shall ea t straw like ox. "And the sucking child shall play on thē hole of the as p, and the weaned chi(d shall put hia hand' on the eoek atripe den, "They shall not hurt nor destroy in all my holy mountain." We think that the adivisors of the first Mayor of the first Munieipal Qovernment of Hawaii nei, had not had all the points up to their sleeves when they shove their Champion in the Eistic ring to handle with ungloved hands, seven Republican fighters on Monday last. Too mueh talk on every street corner, that the boss gave his ' J own whip to the other fellows to lash him with. That was not Mr. Fern 's fault, but his trainers. Why did 'nt some of them rehearse the man on that inaugural speech, and posted him well on it, before inaugurating it before the public? I make no la hoi o Pamano ika io ponoi. (Pamano was killed by his own relative). It looks to us, the only course for our Democraric friends, to pursue in order to see whether the execu tive _power is in the Mayor or in the Board of Supervisors is to ask a decision of the Supreme Court. If Brother Fern had include in his inaugural speech that by force of law (Munieipal Act) all Oahu County officers, of whatever kinds or sort3, are bounced out of their ofiice3, and tliey, like chickens without County coops to roost, must git. Then eall his men armed with official gattling guns (commissioni) or other sorts 0 f legal weapons, march to every office belonging to the Munieipal Government of Honolulu, and install eaeh and every one of ihem inoffice with aninaugural speech, hewouldhavegotten possession of those departments and ofiices under his supreme control. Possession is nine points of law.
