TIT FOR TAT.

  "Perhaps Mr. Bush and his Australian Patriot is holding out for a bid?"  Possibly so.  The Bulletin has evidently received its bid and is now enjoying the fruits therefrom.

 

A Non Representative Administration!

  It is several times we have heard the expressions credited to the Queen's Cabinet, that they represented and belonged to no party.  We have hesitated to believe that such downright idiocy can emanate from a body of four able bodied men of all ages, ranging from the period between nonage and dotage.  Whatever may be the truth i this matter, the vacillation and downright stupidity which the present incumbents occasionally display, or permit to be displayed for them, as her Most Gracious Majesty's responsible advisers, incline us to give credence to what we hear asserted as their opinion.  We are further disposed to believe that the Ministry have said that they represented and belonged to no party, from the well known fact that they are without either principle and policy of Know nothings.

  It is to be regretted that the same spirit of selfishness and vacillation, which marked the closing years of his late Majesty's reign should be the same in ushering in the dawn of a rule that we fondly hoped would be otherwise distinguished.  We see, however, from its very inception nothing only mistake and blunders, until even the studied stoicism and indifference of royalty is known to lose control and give way to petulence and to femenine weaknesses.  We are all the more sorry that this should be so, because we have every reason to think that Her Majesty means well, but she unfortunately is a woman and in a position never was ordained from the creation for other than a man, or one of a masculine nature.  Her misfortune has been and will remain until it is remedied, that she has allowed her femenine instincts pride to mislead her to choose those whose kindred natures would permit her to lead, instead of allowing duty to prompt her to elect men as her responsible advisers.

  We are inclined to think that her Majesty must feel that she has inadvertently made a mistake in the first cabinet selection she has made, as undoubtedly she must be aware are this, that her ministers know nothing, represent no body, in fact that they have lost all their senses.

  This is rather a lamentable condition for ruler and ruled to be placed in.  This state is a reproach to the entire Nation, and reflects no halo around that coroneted brow nor does it reflect any lustre on the escutcheons of the effeminate quartette that is endeavoring to disjointedly run our little leviathan of state without a principle to stand on or a policy to steer by.  Well they may be looked upon as know nothings, until the future rectifies their present unnatural condition.

 

  Here in Hawaii we have something unique in the history of the world to wit:  the establishment of a slave-market as a department of the Government, and the gradual growth of slavery by a series of judicial decisions abridging personal liberty and relieving masters from responsibility.

 

The Board of Health.

  The reinstalment of Dr. Lutz at Kalihi will give general satisfaction to the entire community, especially to that portion of it who are either afflicted themselves, or have friends under treatment for leprosy.  The fact that nearly a whole year has elapsed since the Legislature appointed a committee of its members to report on the state of affairs in connection with the complaint of Sister Rose Gertrude, and that the report of that committee was adopted by the Legislature, and that the will of the Legislature as been set aside up to the present time, does no inspire the public with much confidence in the Minister, who alone is charged with the duty of steering an executive course laid down in the legislative chart.  We are willing however to let by-gone omissions and derelictions of duty be atoned for, by further evidences of repentence in the directions of further carrying out the will of the Legislature as unmistakably laid down in the letter and spirit of that report, which demands the removal of certain officials connected with the Board of Health.  On page 41 of the committees' report we find these words, following a page and a half of reasons therefor:

  "Therefore your committee are of opinion that Mr. Reynolds is not a suitable person to be agent of the Board of Health, and it is necessary that he be removed from that position, and that the Board be requested to remove him."  We hear that Mr. J. O. Carter has intimated his intention of resigning, which if true we give him credit for as the most graceful act of his administration; as there can be little doubt that he has run the whole machine to please his own fancy all along, and shown a magnificent contempt for the decision of the Legislature.  More anon.

 

The New Influx.

  The landing of a fresh batch of over a thousand Japanese chattle-slaves, making the number of arrivals with a month over 2,000, is a matter for serious reflection on the part of the entire working class, as well as the trader, whose very existence depends on the maintainance of an independent working class in mechanical and laboring work of natives and foreigners of European birth or descent.

 

  The value of any industry to a country, is just the measure of support it furnishes towards building up a sturdy independent population who will settle down on the land and develope its resources.  In this country every handicraft and manufacture has been laid under contribution to sugar, by the reciprocity treaty; the exceptions being where a few ou our agricultural raw products are admitted free to the United States under that treaty.

 

  The sugar-planter has received more than his due meed of consideration and public money at the hands of his country, and his industry is constantly the subject of legislative pampering to the exclusion of any other enterprise.  The four corners of the earth and every ocean has been scoured and scanned at public expense, in order to indulge his epicurean taste for variety in the race and complexion of his laborers.  Even now recruiting agents are expected with fresh importations from China and of people from Goa - although this latter mission is expected to prove futile, as the Portugese authorities are known to have expressed their displeasure at the way in which immigrants have formerly been treated.

 

  The planter combination relies from year to year upon upholding their supremacy in the Legislature by manipulating the elections - hiring men from their businesses as the tail of delegations, and working on the impecunious and tricky among those who are elected, and it must be confessed that in the last Legislature they got their work in fairly well.  But the game is becoming more transparent and therefore less likely to become a safe one to play.

  The happy-go-lucky character of the labor supply, and the general features of our contract-labor system should induce the planter to decide that the present plan of conducting the business is doomed, and that there yet remains the employment of non-Asiatic labor, either on a co-operative, or a contracting basis.  His graceful acceptance of and inevitable situation will do more for the planter in this labor crisis than any amount of futile "kicking against the pricks."

 

The Chinese Trombone.

  Editor KA LEO:  People traveling through countries largely populated by chinese are surprised to find how well the mongols use muscles of the mouth in various kinds of work.

The laundrymen for instance may be seen taking in their capacious mouths about half-a-pint of a starchy solution, which while ironing, with faces like Seraphs playing the trombone, they squirt in a fine spray continuously over the clothes, one mouthful being sufficient for a large number of shirts.  A short while ago while staying at ________ __________ I was quietly strolling about the yard as dusk, when through the half open kitchen door my eye was involuntarily caught by the sight of the Chinese cook with his cheeks blown up in the characteristic way ready  for immediate action.  I suspected that he might be starching the table cloth hor the special supper about to be given, and stopped a moment to ascertain how far one could go in the use of the napkins that night.  But I was mistaken, Ah Hop was not ironing, he was handling a splendid cake and was artistically putting on - the icing!  I was uncertain if I could say anything about my discovery, but seeing the implicit faith which the culinary department enjoyed, and that being a stranger and a Californian, my statement might be regarded as tinged with prejudice.  I kept silent.  To do the cook justice, when the cake made its appearance at the table it looked very tempting, the icing being applied in a very even frothy layer.  Judging by the way the company - especially the ladies, helped themselves to it, it must have been of excellent flavour but here I cannot speak from my own experience.  "Try the cake.  I can really recommend it!"  said pretty Miss ---- audibly crunching between her pearly teeth a piece of the artistic icing.  But "I hardly ever ate cake"  and preferred a banana and will continue in that frame of mind while in Honolulu.

Several police officers of many years faithful service, have not received letters paten making them princes and dukes, but have been quietly guilitined.  Those whom the gods wish to destroy they first make mad, apply to those who thus treat meritorious public servants, and time will prove it.

 

  How many gambling houses, not Chinese fantan, but those frequented by foreigners are in full blast on and about Hotel St.  One young man lost over $500 within a week recently.  Hunt em up Mr. Marshall, never mind if there is some fish there.

 

  The proved honesty of the Port Surveyor, Capt. Tripp, appears to find disfavor with those whose duty it is to encourage it.  The degradation of our society here can be best understood when honesty is quietly set aside without a murmur.  The Egyptian darkness we read of is being resurrected in Hawaii.
