English Column.

            By the steamer Ajax we have news from San Fransisco to the 13th of last month, and from Europe to the 22nd of December.

The United States of America .

            Congress has just passed a law giving negroes the right to vote in the District of Columbia . On the 20th of December Secretary Sweard issued a proclamation, declaring that the proposed amendment to the Constitution of the United States abolishing slavery everywhere, had become part of the Constitution, having been ratified by the Legislatures of 27 states. A bill had been proposed in Congress to protect the rights of the freed negroes to give testimony in court, to sue and be sued, to own land, to engage in any made or profession, &c. A bill has been proposed to organize a regular standing army of 100,000 men. Another bill has been proposed to incorporate a second Pacific Railroad Co. to build a railroad from Northern Texas through New Mexico to Southern California .
          False reports were spread all through the South just before Christmas by Secessionists that the negroes intended to rise in insurrection on that day, and murder their former masters. The negroes had bonfires and rejoicings on that day, but there was no disturbance except at
Alexandria in Virginia , where a riot was caused by white secessionists.
            The Irish society, called the Fenians, is still split up into factions, quarreling among themselves, and laughed at by all outsiders.
            The pirate Semmes has been arrested and is to be tried at
Washington , for violating the usages of war.
          Kee, the Keeper of the rebel prison is to be tried by Court Martial at
Raleigh , North Carolina , for cruelty to his prisoners. In looking over the list of naval officers who have received prize money, we find Lieut. Wm. B. Cushing's name down for $16,100 dollars.

Mexico .

            The Empress (Maximilian's wife) had just returned, December 20th, from a visit to Yucatan and expected soon to sail for Europe . It is reported by some that Maximilian himself will soon follow his wife to Europe . He and his friends deny it, and declare that his government is a fixed fact.
            Some of
Juarez ' party have made an estimate that 7000 persons have been executed by court martials in Mexico by Maximilian's orders!
          In the peninsular of
Lower California a revolution has just taken place, and the officials turned out for being favorable to Maximilian.

Jamaica .

            The British Government has suspended the governor of Jamaica from office, and ordered a Committee to inquire into the facts about the late disturbance there, and the cruelties committed by the English soldiers. It will be remembered that 2000 negroes had been executed on account of the riot at Morant Bay . Hundreds of others received a terrible flogging though nothing could be proved against them. One of these, after receiving 50 lashes with a cat-o-nine-tails grit his teeth and "looked defiantly" at his tormentor. For this the officer ordered him to be taken instantly from the cannon to which he was lashed, and hung. It was done. Yet the governor defends the conduct of his soldiers.

Peru .

            The revolution in Peru , as has been stated was entirely successful. Lima was taken Nov. 6th. It is reported that Peru will aid Chili against the Spanish fleet. She can send to her aid two 40 gun steam frigates, and two very swift 16 gun steam sloops of war, and some smaller vessels.

Chile .

            While Spain was at war with Peru last year, Chili showed sympathy with Peru, and forbade the sale of coal to either party, Chili refused to make a sufficiently humble apology to Spain for this, and hence the present war. The Spanish Admiral having six men of war has declared the six principal ports, Valparaiso, Talcahuano, Coquimbo, Caldero, Tomi and Valdivia blockaded.
            We now hear that the Esmeralda, a Chilian frigate, captured the Spanish gun boat Covodongo off Papudo, 40 miles
North Valparaiso having on baord the Spanish Admiral and 110 men, on the 28th of November. She also took the launch of the Spanish gun boat Resolute with one cannon and 40 men. The latest news is that a steamer is on her way from New York to Chile with a quantity of torpedoes and a picked crew for the purpose of destroying the Spanish fleet.

Paraguay .

            The Paraguayan army has left Corrientes , crossed the Parana river and retreated into their own country. The Brazilian fleet was at the mouth of the Paraguay river . Their army was to be sent up the river in steamers.

Europe .

            The European papers say that the object Gen. Schofield's visit to Europe , is to purchase for the United States the island of Spezzia , belonging to Greece , an excellent naval station. This supposed discovery has caused quite a sensation in Europe .
          The number of persons that died of the cholera in
Paris was 6000. Cholera is raging on the island of Guadaloupe in the West Indies .
