            English Column.

            FOREIGN NEWS.

            Mexico.

An import feature of the news is the

announcement of an arrangement for an

American protectorate in Mexico.  The rising

importance of the Colorado river as a highway

of trade would justify the United States

Government in negotiating for the cession of

both Lower California and Sonora.

Carlotta, wife of Maximilian, is insane.

At Rome, she sought shelter in the Vatican

from imaginary assassins.  The Pope

provided for the unfortunate woman, and

she was subsequently removed to

Miramar.  Her condition is decided to be

hopeless.  Maximilian will probably return

in an Austrian frigate, which has already been

sent from Trieste by the Emperor

Francis Joseph.  It is said twenty French

war steamers will leave for Mexico in

November to bring home the entire French force

now in that country.

            Canada.

The Fenian Circles of the Atlantic States

are greatly excited over the news from

Canada.  Colonel Lynch, of Louisville, who was

one of the leaders of the Fenian raid on Fort

Erie, and who was captured at that time,

has been convicted in a civil Court and

sentenced to be hung on the 13th of December.

Secretary Seward sent a remonstrance to

Sir Frederick Bruce, British Minister at

Washington, against the proposed executions.

            Europe.

The Reform agitation increases in England.

It is apparent that the preasure of

public opinion will be too severe for the Derby

Ministry.  This time the reformers go to the

bed-rock and insist upon manhood suffrage.

Trouble appears to be frewing between

Prussia and Austria.  Bismarck has complained

of the license allowed the Vienna

press, and Francis Joseph responds that the

press is free in Austria.  Correspondence

from Vienna, in the latest New York journals,

represents that bitter feeling against Prussia

pervades all classes in Austria, and the

military men are anxious to get an opportunity

to reverse the verdict of Sadowa.

An attempt was make to shoot the Emperor

Francis Joseph at Prague, Capital of Bohemia.

The assassin was arrested, in time

to prevent the crime, by an Englishman.

Bohemia has been devastated and

impoverished, and thousands of her people are

in a desperate condition.

It is reported that there is a scheme in

preparation to proclaim the King of Prussia

Emperor of Germany.

On the 11th of October a dispatch was

received from the Prussian Embassy, stating

that Napoleon's recovery was impossible.

Few events would create a more profound

sensation or be attonded with more important

consequences than the death of the French

Emperor.

The Cretans seem to be making a gallant

fight.  By way of Florence we have intelligence

that another battle was fought on

October 17th, resulting in the repulse of

the Turks.
