Three Days Later News.
Impeachment of the President.

                The British bark Atrevida, Bissell, 16 days from San Francisco, arrived off the port Saturday noon, came inside, and sailed again for Hongkong on Sunday morning.
                No regular mail was received by her, but a few papers for Messrs. Aldrich, Merrill & Co., with dates to January 9th, three days later than our previous advices.
                The bark Comet was to leave San Francisco about January 20th, and will be due here Saturday or Sunday next with the Eastern mail of Dec. 20th.
                The most important item of news by this arrival is the proposed impeachment of President Johnson by Congress, as will be seen by the following telegrams:
                In the House, Mr. Loan of Missouri offered a resolution, in substance that, in order to secure the fruits of the victories gamed during the war, it is the imperative duty of the Thirty-ninth Congress, without delay, to accomplish the following objects.
                First - The impeachment of the officer now exercising the functions of President of the United States and his removal from office, for high crimes and misdemeanors which he is notoriously guilty of, and which render him unsafe to exercise the powers he has unlawfully assumed.
                Second - To provide for the administration of the Executive Department.
                Third - To provide means for the immediate reconstruction of the States lately in rebellion, except Tennessee.
                Fourth - To secure by Federal authority the right of franchise of negroes in the Southern States.
                Mr. Loan's resolution created great excitement.
                Mr. Davis moved to lay it on the table, which motion was negatived by a vote of 10 to 103.
                Immediately Mr. Ashly of Ohio arose and asked, a question of privilege, that the Clerk by allowed to read the following.
                I do impeach Andrew Johnson, Vice president and acting President of the United States, of high crimes and misdemeanors; I charge him with unsurpation of power and a violation of law, in that he has corruptly abused the appointing power; in that he has corruptly disposed of public property of the United States; in that he has corruptly interfered in the elections, and committed acts, and conspired with others to commit acts, which, in the contemplation of the constitution, are high crimes and misdemeanors; therefore be it.
                Resolved. That the Judiciary Committee be and herby are authorized to inquire into the office I conduct of Andrew Johnson, Vice President, now discharging the powers and duties of President of the United States, and report to this House whether in their opinion and said Andrew Johnson, while in said office, has been guilty of acts of corrupt administrations of the Government of the United States, or any department of office thereof, and whether said Johnson has been guilty of any act, or conspired with others to do acts which, in contemplation of the Constitution, are high crimes, requiring the interposition of the Constitutional powers of the House of Representatives; that said Committee have power to send for persons and papers, and to administer the customary oaths.
                Mr. Spaulding moved to lay the resolution on the table, which was negatived by a vote of 36 ayes to 109 noes.
                The resolution was adopted.
                On the 8th the following action is reported as having taken place.
                The House Judiciary Committee this morning had under consideration of Ashley's impeachment resolution, and decided to proceed with the investigation, and summoned Ashely (of Ohio) to come before them to-morrow morning.

Vet of the Suffrage Bill.

                WA SHINGTON, January 7. - The President has returned the District Suffrage Bill to the Senate, with a veto message based on the ground that the majority of the people of the District are opposed to it, and a want of capacity in the persons upon whom the elective privilege is proposed to be conferred. On the 8th, the House passed the above bill over the veto by a vote of 113 to 38, and it will probably become a law.

Gen. Grant on the Veto.

                WA SHINGTON, January 7. - THe statement that Gen. Grant approves of the President's veto of the Franchise Bill is untrue. He told the Arkansas delegation to go home and pass the Constitutional Amendement, and to pass a bill granting universal suffrage.
