FOREI GN NEWS.

By the Bernice, which arrived on the 10 inst. we have San Francisco dates to February 17.
Letters from Washington, to January 18,

look upon the pa ssage of the Reciprocity Treaty as certain. We have no further Telegraphic news respecting it.
The Colli sion between Gen. Grant and the President still continued. It is said that the General will be Court Martialed for insubordination. The trouble arises from political jealousy on the part of the President.
We lea rn that Rear Admiral Bell, Lieut. Com. Reed and Owen, were drowned January 11, at Haogo, Japan. The boat left the Hartford bound for Osaka, and was capsized on the bar. The accident was seen from the ship, but before assistance could be rendered, only three out of the crew of thirteen were saved.
The Japanese Ironclad Ram Stonewall, arrived in Valpariso on the 6 of January. Her next port will be Honolulu.
EU ROPE.—Sir David Brewster, the celebarted savant died. Feb. 10.
Impo rtant dispatches have been received from Abyssinia. General Napier is at the front pushing forward the advance. Report state that skirmishing has already occured with King Theodores forces.
I t is officially announced that Negotiations for a Commercial treaty between the United States and the North German Confederation have commenced and are progressing satisfactorily.
The Heral d's cable dispatch says Napoleon has altered his policy towards the Pope and Italy in a sudden and remarkable manner. He evinces a disposition to abandon the position of Champion of the Holy See urged it is said, by the existence of the Bourbon intrigues emanating from Rome. Imperial diplomacy at Rome has become colder, while the unfriendly relations hitherto existing with Victor Emanuel have been removed.
Queen Isabella wa s forced to dissolve the Papal Legion recruited under her warrant in Madrid, as Napoleon flatly objects to their service in the cause of the Holy See.
