                The new articles of impeachment presented of Stevens in the House have been referred to the Judiciary Committee.
                Mississippi it is reported has given a Democratic majority of over ten thousand.
                The Democratic Presidential Convention which met in New York, after 19 unsuccessful ballots in none of which appeared either the name of Chase or Horatio Seymour, on the 22d bollot went unanimously for Seymour, after which General Blair was nominated to the Vice Presidency. The California Democratic papers accept the nomination of Seymuor but leave Blair out, being too well acquainted with him.                 From Europe there are rumors again of a serious conspiracy in Spain. Many arrests of prominent individuals have been made. Austria has disbanded 30,000 of her troops. There are reports also of further complications in Japan, a number of the Damios combining against the Mikado.
