English Column.

 

The Hawaiian Coolie Trader, the

Bark Maunaloa.

The Bark "Maunaloa" has been fitted

out by the Hawaiian Government for a cruise

among the various groups of the South Pa-

civic, for the purpose of obtaining coolies for

service upon our sugar plantations.

Our next door neighbor, Mr. Damon, in

the "friend" of this month, pronounces his

benediction upon the bark, and bid the en-

terries God-speed.  We can neither say

amen to his benediction, nor join with him

in wishing the enterprise success.

Our views in regard to the injustice, and

had policy, of the coolie system, (or system

of ponded labor, if the latter term is preferred,)

have in the past been so fully expressed, as

not to require that they be entered upon at

length to-day.  But as this new phase of the

ruinous system is being inaugurated, we will

not leave any to suppose that we give silent

approval.

It matters little or nothing wether the

coolie labor will ruin any country that adopts

it; and that if the resources of our country,

or of any country, cannot be developed but

by the continuance of this system, that they

had better remain undeveloped.

Freedom, intelligence, morality, and reli-

gion are the conditions of national no less

than individual prosperity and happiness.

That the system of labor which this expedi

tion is intended to foster, tends to promote.

or build up these, no friend of man has ever

claimed.

That the natives of the verdant islands of

the South Pacific, will any of them leave

their homes, their missionaries, and their

chiefs to ship for a term of three of five years

service in plantation gangs upon these islands,

we very much doubt.  That by that shang-

Chinese population were brought hither, more

laborers may be obtained, we think quite

possible.  That any of the English mission-

aries of the South Pacific,-the truest friends

of the islanders,-will advise their parishioners

to leave their quiet homes, and gospel privi-

lags, to emigrate to n country of different

climate and language, for the special benefits

of higher Christianity and more refining

civilization of our plantation drill, we are

slow to believe.

We shall by sorry not only for the evils

that will result to our own community from

the ruinous system, but for the effect upon

the good name, and a high character, that Ha-

way has hitherto borne throughout the Pa-

civic, to have the "Maunaloa" return with

a company of south sea islanders, who must

inevitably be sadly disappointed at the

change, when called to face the stern and to

then untried requisitions of plantation life.

The expedition can only result in evil, or

prove an utter failure.  We regret this waste

of our public treasure.

The Schemes of the Board of Edu-

Cation,

________

The struggle between the friends of edu-

cation and the Board of Education presents

frequent points of interest to those solicitous

for the cause of liberal institutions, and

general intelligence.  As popular education

is the most important matter that can inter-

set the dwellers in any land, we need make

no apology for again referring to the unwar-

ranted acts and asurpations of the unscrupul-

ous but artful enemies of all independent

educational institutions.

We learn that the secretary of the Board

of Education has made proposals to the two

flourishing independent parochial schools of

Kawaiahao, and Kaumakapili, that they

receive each a teacher from the Board of

Education, or paid by the Board, whose duty

it shall be to teach the children the Hawaii-

an language.

It is evident that the existence in the

metropolis of two such schools, containing

two hundred and fifty scholars, upon whose

teachers the Board cannot inflict the dire

penalty of five dollars fine and for the second

offense of receiving unpermitted scholars, ten

dollars fine and removal from office, is a

greater annoyance that their equanimity

can endure.  Hence the aching desire on

their part to insert a shining silver hook.  Of

course they don't say it, but how easy it is

to see, that if these schools will only admit

government paid teachers, they are at once

government schools in some degree, and the

teachers become amenable to the law requir-

ing.  Their growth and other matters can

at once be checked and regulated by law and

red tape.

If the patrons of these schools will only

take the silver baited book they will become

manageable and all further trouble from then

will cease.

The professed solicitude test the poor child-

ren should grow up with the scanty educa-

tion which is afforded by English litera-

ture and entirely unable to unlock the golden

stores of learning or to taste the literary

treats furnished to the world by the Hawaii-

an columns of the "Kuokoa" and "Alaula,"

is evidently all a sham.  The Board of Edu-

cation has never moved a finger towers

placing a teacher of the Hawaiian language

in either of the English Government schools

of this city, Mililani or the Royal School.

If such is their solicitude lest the Hawaiian

tongue be lost, why have they not furnished

these schools as well as the Lahaina English

day-school, the English department of Mr.

Hitchcock's school at Hilo, and the English

school at Hanalei, Kauai, with teachers of

the Hawaiian language.  These English

schools for Hawaiians are supported, some

wholly, and some in part, by government aid

received from the Board of Education, and

 no care whatever has been manifested lest

the children grow up in ignorance of the

Hawaiian.

The Mililani and Royal School are taught

by those who use the English language en-

tiredly in their instructions, while the inde-

pendent schools of Honolulu every thing is

rendered into the Hawaiian language by

both teachers and scholars.  The number of

the Hawaiian child's papers "Alaula" taken,

and eagerly read, by the scholars of these

schools will convince the most casual observer

that the Hawaiian language is not an un-

known tongue with them.

It would be well frost for the Board of Edu-

cation to attend faithfully to the instruction

of the dear children in the English Govern-

ment schools in the Hawaiian language.

We would second that motion.  We would

kindly say "Thou Neighborly Board, cast

out first the beam out of thine own eye, then

shalt thou see clearly to pull out the mote

that is in another's eye."

Another Illustration.

A scholar of the Mililani school a short

time since left and entered the day of school of

the Misses Bingham in conformity with the

wishes of her mother, her only parent and

guardian.  The scholar came but two days,

ere she was missing from the school of her

choice; the pressure of the late law requiring

permits as falsely interpreted by the enemies

of free education, having been brought to

bear; not by a warrant of arrest served upon

Miss Bingham, with the impending fine and

removal from office inconveniently near at

hand, but upon the runaway scholar.

The mother of the child applied to the

School Agent of the district, Secretary Smith,

for a letter from him to the Mililani school

directing her to grant the child a certificate

of admission, that she might enter the Se-

binary of the Misses Bingham.  With difficul-

ty she obtained a letter from Mr. Smith,

which she took to the lady Principal of the

Mililani school.  But though in strict con-

formity to law, she was unable to obtain the

required certificate of dismission.

Neither the independent teachers of the

Kawaiahao Seminary, the mother, or the

child, are in any sense amenable to the law,

applicable obey government teachers, but

the government school teacher of the Milila-

ni school for refusing the permit, is liable for

this if the first oftense, to the fine of five dol-

lars, which undoubtedly the Board of Educa-

tion in their zeal for the law will see imposed.

For the second offense of this teacher she is

to be fined ten dollars and removal form

office.

Section 21 A..- provides that on applica-

tion made in writing in every case a certifi-

cate shall be granted, setting forth the facts,

and signed by the teacher; while Section

21, B., states that the teacher "who shall

violate any of the requirements of this and

the forgoing section shall on conviction be-

fore a Police or District Justice be subject to

a fine of five dollars for the first offense, and

for a second offense be liable to a fine of ten

dollars and removal from office."

Will the Board of Education see that this

offense is tried according to law, or will they

claim that the law is applicable only to inde-

pendent teachers?  We shall soon see.

Will they tell us that their only object in

framing the law was to cripple independent

schools?  Could they give utterance to any-

thing more true?
