OHA and OHA's Scotty Bowman who testified and provided testimony before the House Education Committee in support of the education bills I introduced. These bills are designed to relieve the adverse effects of teacher turnover in special needs public schools. Educators and independent studies have identified this problem as being a major reason for the high rate of student failure. Unfortunately, this problem is in schools that the majority of our Hawaiian children attend. If more of our Hawaiian organizations would eome together in support of condemning the practice of using our Hawaiian ehildren to experiment on and to learn from by newly hired teachers who do not stay in these schools, I am certain we will be able to effect change and allow more of our Hawaiian children to be successful in learning.
