The draft Programmatic Agreement for transformation of Second Brigade3 Tvventy-fifth Infantry Division (Light) and U. S. Army Hawaici to a Stryker Brigade Combat Team is available for rev ie w. The 25th Infantry Division (Light) and U.S. Army Hawai'i (Army) is preparing a draft programmatic agreement to ensure the protection of significant eultural resources during the transformation of its Second Brigade to a Stryker Brigade Combat Team (SBCT). The draft programmatic agreement is to ensure that the Army covem its responsibilities under Sections 106 and 110 of the Nahonal Historic Preservation Act of 1966, as amended. SBCT is an integral part of the process of developing a new fighting infrastructure based on self-sufficient brigade-sized units. The con,''ersion of the Second Brigade includes development of 27 projects on the islands of O'ahu and Hawai'i. It may also potentially include the pur-

chase of additional lands for training purposes. Seven public meetings on the SBCT and the Errvironmental Impact Statement (EIS) being prepared for this action were held on the Islands of 0'ahuand Hawaici in April 2002. The draft programmatic agreement is a preliminaiy one prepared to start discussion on the treatment of historic properties. It is anticipated that numerous re\risions will be made to this draft as the result of public review and comment. The programmatic agreement covers all survey, evaluation, and protection/mitigation of historic properties that may be affected by the SBCT. Separate Section 106 eonsultation letters are also being sent out to individuals, families and groups that may have an interest in this project and its effects.
