Q1. It is critically important for OHA to have a clear and strategic development plan | coupled with a sound f inaneial

plan for Kaka'ako Makai, and all its lands. While we do not support residential development of Kaka'ako Makai, we do recognize the value of these properties and believe that property values could be enhanced by certain entitlements that could be obtained in the future while preserving Kaka'ako Makai as publiclyopenspace. Q2. Our Administrationwould be a strong proponent of Native Hawaiian self-determination and support and encourage efforts to continue the dialogue among the Native Hawaiian community. Actions should be guided by that consensus.
