NATIONALITIES IN THE CABINET.

Rcctional represeiitation i 11 tlie governineni at Wasliing<on ? is perhapa a i, justly recognized prineiple in Hmei'iean pōlitics ; but \vith our limited territory, and liaving only one leadirig interēst, such a principle is not aj)plieable ,to.ōur political condHion, and yet ■soinething of the kind ? or rather foreigi\ national representation i,s recognized in the formation of our government> We have a gentleman in the Cabinet, a very worthy and respectable man in private life, who was tlirust into oiīiee by the InAuenee of our aneieni constituted authorit-ies, simply for the reason, and no other, tliat he represented a certain nationality, and liis presence \vas needed to c|iiiet national jealousies in the ruling of the eountry. This speaks highly for our independence,—that in the administration of oui' governnkmt; we have to Miiake certain selections, iii order to quiet the sqūabbies, that mav arise trom foreign jealousies. Tf this is to be a recognized principle, then let us Tbe just, and have a fair representatioii of natiohalities in the order of their numeriēal force, wliieli would be only a proper recognition of the principles of universal suilrage. For the first. office in the giU 0f... the Growh, the Premiership of the Ministry 7 we would certainly have to eonsicler the claims of the native chiidren of the soil, who constitute the v masses of thē lanel; and we would select our fflend Kipi, as in .keeping for that position, and who wouhl only have to lie low and keep dārk ord£r : to match the statesmanship of his prbdecessor, the present incumbent. For the second, if we may be permitted to suggest a gradation of rank, we woukl have to consider the claims of our Celestial fellow citizens. Not only their number, but their enterprise and wealth entitie iheni to this eonsideration; and as the mosf illustrious exponent of this important iiationality, we woukl select our friend Afong\ He might possibly in the Interior Department, be tempted to discriminate in liis owu favor, in respeet to the opium iicense ; still, that wouki be a t rifling l>erquisite of personal advantage, in the aequisltion of whieh, m this position, he woukl have mueli eminent previous example. — — — For (he third position, the charge of oui' overtlowing Treasury; \ve oiight properly to take into consideratkin the claims of Amerioans, as the next in point of na. tional rank ; but on account of recent €redit Mobi!ier discīosures, and kiiown rapacitv ibr office of this race in tlus eommunity; and furtliermore, in consideration of the fact that the next nationality in order,v tbfe-Oreat. .3ritamiians have not hitlierto enjoyed an adequate share of ollieial representation in the councils of our nation, we woukl be inclined to pass the Columbiaas by for a time, and put a JBriton iu ; and in tliis instance, we ean think of more than one Britisli gentieman, who is eminently fitted for the position, even ;\lthouglVhe had never seen the u fast anchored isle. M ; Tlie fourth olliee; although it niay.be degvaded hereafter to an outside positiou, niuet !j<uv<>ver, be considered at this tiuie ;

and our Portu.giiese_ eon)patrio.ts, will, i aceo„rding. to the census elaim the honor ' ;.to HIl it, und we ean point witli pleasure! ; to our Mend Antonio de Sylva, as eminenfc-1 Ily qnalified to fullill* the duties of the ; chief law officer of the Crown, inasmuch as he ean not only talk the Hawaiian lan|guage, but he ~can_ also talk Portuguese; ' and therein haa a signal advantage over I the present able gentleman hi office. I With a' full recognition of this principle of foreign representation in our iiational ! councils, all foreign national acerbities will jbe happily quieted and harmonized : and 'if the arrangement does not promote the ! material progress of the country r ny more j thaii at present, it cannot well do any less ; | therefore let us have the mosaic cabinet, | We commend _this siibjeet to the carefuL consideration of our worthy Chancellor,
